Our Team

Pamela Jonas


Pam is a vocational education and training policy expert who provides analysis and advice to training providers, as they position themselves in the constantly changing training landscape, and to government, as it sets the policy and regulatory framework.  Pam has a comprehensive understanding of the state and national education and training systems as they relate broadly to employment and training, and specifically to trade training.  She has over twenty eight years of experience in the education, training, employment, industry, and community sectors in a variety of leadership, management, research, training and teaching positions.

Pam’s recent projects include:

Prior to joining PhillipsKPA, Pam was Manager of Policy and Research at the Group Training Association of Victoria (GTAV), where she provided high-level policy advice to the Executive Director, the Board, and the national association Group Training Australia (GTA) on a broad range of issues.  She represented the GTA on committees and taskforces, and at meetings, conferences and all public forums related to employment, education and training. Pam also has experience as a Senior Manager and Principal Policy Advisor for the Victorian Employers Chamber of Commerce and Industry (VECCI). She has served as a board member on statutory boards including Chisholm Institute and the Victorian Qualifications Authority; and in the non-government/not-for-profit sector at a state and international level.

Pam holds a Bachelor of Arts (Hons) and a Diploma of Education from La Trobe University, and a Master of Arts, Public Policy and Management from Monash University.  She is a Graduate of the Australian Institute of Company Directors.
