Lampard

Deborah Lampard  is an expert in the management of complex organisations, especially large tertiary education institutions. She combines extensive experience in both the private and public sectors and has assisted a number of tertiary institutions move towards a more commercial approach to management.

Before co-founding KPA Consulting, Deborah was a Senior Manager with KPMG Consulting and previously was Director of Quantitative Planning Support at Monash University. Before specialising in the education sector, Deborah was Planning and Analysis Manager at QANTAS. She has extensive experience in strategic planning and budgeting, performance frameworks, operational management and statistical reporting.

Noblett

Geoff Noblett  is PhillipsKPA’s leading specialist in the schools sector and in cross-sectoral education and training. He is widely recognised for his expertise in educational policy and management and in organisational design and performance. Geoff conducts policy reviews and program evaluations for education and training authorities, individual providers and a range of government agencies.

Geoff was a Senior Manager with KPMG Consulting before joining KPA Consulting as a founding Director. He has 20 years’ experience in the Victorian education system in teaching, school leadership, and planning, policy and program positions.

Phillips

David Phillips  is widely acknowledged as one of Australia’s foremost experts in higher education management and policy and has provided consultancy services to all of Australia’s public universities. David also has extensive experience in the vocational education and training sector and a distinguished career in government.

David was the founder and Managing Director of Phillips Curran from late 1996 until the merger with KPA Consulting to form PhillipsKPA. Before establishing Phillips Curran, he was the head of the Higher Education Division in the Commonwealth Department of Employment, Education and Training. He was previously Senior Advisor and Consultant to two Commonwealth Ministers for Employment, Education and Training.

Wade

Peter Wade  is a founding Director of PhillipsKPA and its predecessor, KPA Consulting. He is one of Australia’s most respected experts in the operation of universities and in particular in financial and corporate management. Peter is actively engaged in the governance and management of major educational and private sector corporations.

Before joining KPMG and then KPA Consulting, Peter was General Manager of Monash University for 15 years, overseeing many of its international and commercial initiatives. He has also been Deputy Head of the Treasury of Victoria and Deputy Director-General (Finance) of Transport. He is currently Chairman of the Open Universities Australia and a Director of Medibank Private.

McInnis

Craig McInnis  is a Director of PhillipsKPA. He is an internationally recognised expert in strategic policy development and implementation with almost 20 years experience in higher education research and consultancy involving a wide range of issues. He has led numerous high profile national and institutional policy projects and initiatives, including establishing the national agenda to improve student engagement, developing key survey instruments to assess the quality of the student experience, and advising on quality assurance, academic standards and accreditation processes. He has conducted organisational and program reviews in almost every major field of study, and across a wide range of university contexts in Australia and overseas.

Prior to joining PhillipsKPA in 2005, Craig was Professorial Fellow at the University of Melbourne, and Professor and Director of the Centre for the Study of Higher Education (CSHE).

Levine

John Levine is a Director of PhillipsKPA with over twenty years experience in budgeting, planning and financial analysis in the higher education sector both in Australia and overseas. He has an in-depth knowledge of tertiary education institutions, including strategic planning and management processes. He has worked on projects involving major change and innovative approaches to financial management.

Prior to moving into consulting in 2006, John was Director of the Financial Management Resources Division at Monash University. At Monash, he was instrumental in rolling out a new financial management approach which significantly improved the university’s financial planning and management processes.

King

Conor King  adds to the core strengths of PhillipsKPA in policy, strategy and institutional management across the education and training sectors, and will help build our growing capabilities in the intersection between education and human services. He has a rare combination of senior level experience in government, great depth of knowledge of policy issues across both the higher education and vocational education and training sectors, and a detailed understanding of the institutional context and the strategic challenges and opportunities for tertiary education providers.

Prior to joining PhillipsKPA, Conor was Institutional Strategist at Victoria University. His previous positions include Director, Policy and Analysis, with the Australian Vice-Chancellors Committee, and as a senior executive with the then Commonwealth Department of Human Services and Health.

Keyes-Pearce

Susan Keyes-Pearce joined PhillipsKPA in March 2008 and brings to the company a proven capacity to drive business results in complex organisational and technological environments. Throughout a career in both academia and industry, she has continuously developed her capability to understand and meet challenges from the perspective of an organisation’s leaders. Her analytical and strategic orientation and strong focus on communication have led to significant business outcomes in sectors as diverse as health, transportation, and education.

Susan has also developed specific expertise though intensive field-based research in the strategic management of IT investments and resulting in key insights into drivers of value creation and capture. This expertise focuses upon principles, processes, governance and relationships. She has the experience and drive to help organisations deliver their vision through enhancement of business strategy, processes, and key stakeholder relationships.

Stewart

Anne Stewart  joined PhillipsKPA in July 2008. Anne has experience in the healthcare and higher education environments through a range of roles including general management and financial management and advisory. She has made significant contributions to the financial turnaround of organisations and led a team of professionals to deliver financial analysis and advice to assist university managers with improved financial management.

Her other strengths include the development of budget approaches and forecasts, working with staff at all levels of the organisation to achieve improved financial outcomes, review and development of strategic planning processes and outcomes, and analysis and improvement of performance in several areas of university management and administration.

zahra

Zahra Aziz joined PhillipsKPA as a research officer in 2008 after completing her postgraduate degree from the University of Melbourne. Zahra has previously been involved in a range of research projects in the health and social sector and brings strong quantitative and qualitative analytical skills to the team. She was previously employed by four leading Victorian universities as a Research Assistant on short term basis, where her role involved desktop research, quantitative and qualitative analysis and consultations with various stakeholders.

Since joining PhillipsKPA, Zahra has contributed to a range of projects including work for La Trobe University, Monash University, University of Technology Sydney, Queensland Health, Department of Education and Early Childhood Development, European Council of International Schools Survey and Electronic Benchmarking in Education.

Michael Noonan joined PhillipsKPA as a research officer in March 2009. Michael has both qualitative and quantitative analytical skills. He has had experience in working with a government department through his internship with the Victorian Government Ministerial Taskforce on Aboriginal Affairs in 2008. Focusing on public policy, research design and evaluation throughout his degree has equipped Michael with the necessary training and skills to conduct high level research design and analysis. Michael is currently completing his Honours year in political science at the University of Melbourne which will further develop his researching skills.

Michael has been participated in a number of diverse projects while employed at PhillipsKPA for clients such as the Department of Employment, Education and Workplace Relations, Monash University, Southern Cross University, the Hong Kong University Grants Committee, the Department of Employment, Education and Workplace Relations, the Department of Education and Early Childhood Development and the Department of Innovation, Industry and Regional Development.

Yeoh

Russell Elliott is a Key Associate of PhillipsKPA. He is an expert in providing strategic advice to the higher education sector in areas such as property acquisitions, property maintenance and infrastructure development, human resource management, financial and business services, IT infrastructure, development and maintenance and university governance, audit processes and financial controls.

Russell has more than 36 years experience in Australian higher education institutions, including 6 years as an academic staff member and 30 in university administration and management. From February 2008, Russell has been a consultant to the University of Melbourne providing services and advice on major building projects and other property related matters, including developments with teaching hospitals, research organisations and University expansion projects. He has also worked on projects for the Senior Vice-Principal, including the development of the University’s new budget model.

From January 2006 to 2008, Russell was Vice-Principal (Property and Campus Services) at the University of Melbourne. Prior to this Russell was the Principal Administrator at Deakin University for 19 years. He has served as a member of a number of policy advisory committees of the Australian Vice-Chancellors Committee and as Convenor of the AVCC Administrative Staff Conference. Russell has also been a member of the Advisory Board of the International Meeting of University Administrators.

Yeoh

Barbara Yeoh is a Key Associate of PhillipsKPA who provides a range of services focusing on financial and risk management, capital markets and corporate governance, in both the public and private sectors.

Barbara has previously been a Council Member of La Trobe University and was Deputy Chancellor in 1991 to 1993. Barbara is also a director of the Southern & Eastern Integrated Transport Authority (Eastlink project), Eastern Health, Victoria State Emergency Service and Melba Memorial Conservatorium of Music. She chairs the Civil Aviation Safety Authority Audit & Risk Committee and the Fisheries Compensation Panel (Vic), and is a member of the Gambling Licences Review Panel (Vic) and the Statutory Fishing Rights Allocation Review Panel (Commonwealth).

Chapman

Bruce Chapman  is an Associate of PhillipsKPA and Professor of Public Policy in the Crawford School of Economics and Government at the Australian National University. He has a PhD from Yale University and is a labour and education economist having published over a hundred and fifty articles in the areas of training, wage determination, higher education and schooling.

Bruce has had extensive direct policy experience, including the motivation and design of the Higher Education Contribution Scheme in 1988, as a senior economic adviser to Prime Minister Paul Keating from 1994-1996, and as a consultant to the OECD, the World Bank, and the governments of around 15 countries (mostly in the area of university financing). He was elected Fellow of the Academy of Social Sciences in 1993, and in 2001 was awarded the Order of Australia (General Division) for "….. contributions to the development of economics, labour market and social policy."
