Anne Stewart has experience in the healthcare and higher education environments through a range of roles including general management and financial management and advisory. She has made significant contributions to the financial turnaround of organisations and led a team of professionals to deliver financial analysis and advice to assist university managers with improved financial management.
Her other strengths include the development of budget approaches and forecasts, working with staff at all levels of the organisation to achieve improved financial outcomes, review and development of strategic planning processes and outcomes, and analysis and improvement of performance in several areas of university management and administration.

Michael Noonan is a consultant at PhillipsKPA who conducts high level research and analysis of policy and programs within the education sector. He has expertise in social research design and evaluation, policy development, policy and program evaluation, and Indigenous peoples and governance.
Michael joined PhillipsKPA in 2009 following his graduation from the University of Melbourne. He has since contributed to a number of significant research projects for clients such as the Department of Employment, Education and Workplace Relations, The University of Tasmania, The University of Sydney, the Hong Kong University Grants Committee and the Department of Education and Early Childhood Development. Alongside his work in education, Michael has also completed a published research study relating to Indigenous community-sector governance.

Kirsten Bright

Kirsten Bright has an in-depth understanding of tertiary education policy, particularly in the vocational education and training sector.  Before joining PhillipsKPA, Kirsten was Senior Advisor Public Affairs, and before that Senior Advisor Vocational Education Policy, at Victoria University. Kirsten also has strong Government experience, working directly to the Deputy Secretary, Higher Education and Skills Group (then Skills Victoria) and in the higher education policy team. Kirsten has also supported the development of a major independent Victorian tertiary education sector review.
